AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.
The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a report published ahead of the 29 October election.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these parties, the study indicated.
The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the Freedom party.
The right-leaning group of Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.
Every significant political faction have ruled out an alliance with the PVV, implying the party that comes second is most likely to provide the next prime minister.
The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
